Historic Preservation Exemptions and Regulations

The Certificate of Appropriateness (COA) helps maintain the historic character of the homes in a Historic Preservation District (a district with HP overlay zoning). The COA is issued to the homeowner by the Tulsa Preservation Commission (TPC) on projects that may impact the historic features of you home.

Historic Preservation District Exemptions and Regulations

The following do not require a COA:

  1. Ordinary maintenance and repair which include the removal, installation, or replacement of roof covering with like materials; and the application of any paint color to non-masonary surfaces.
  2. Interior remodeling of buildings and structures.
  3. Construction, alteration or demolition of portions or parts of buildings, structures, or sites not visible from adjoining streets.
  4. Addition of accessory structures or buildings, such as storage sheds, garages, decks, patios, fencing, swimming pools, and pool houses that are not part of the primary structure, as long as they are not located in front yards.
  5. Installation of radio or television antenna.
  6. General landscape maintenance and planting or new organic materials.
  7. Work required for temporary stabilization of a building or structure due to damage. Back to Top

COA Application Process

Any other intended project will require a COA. If you are unsure about the necessity of a COA, please call the City of Tulsa, Urban Development Department. (596-2600)

  1. If work requires a building permit, the individual submits an application for building permit to Customer Services in City Hall (First Floor).
  2. Customer Services submits an application to the staff of the Tulsa Preservation Commission for TPC subcommittee review.
  3. The TPC subcommittee makes a recommendation to TPC at a regularly scheduled meeting. The subcommittee can approve, approve with conditions, or deny the application.
  4. If the application is denied, appeals can be submitted to the Board of Adjustment. Appeals of Demolition are taken to the City Council. Back to Top
  5. Approval of a COA can be done by the TPC staff when: work involves replacement of existing elements with like materials and/or the work will have no material effect on the building or structure.
